Du meinst diesen Satz?

Das sind keine Verse, da es sich um Prosa (Heines Reisebilder), nicht um Lyrik handelt.

Wer sagt denn, das es eine Hausaufgabe ist und sich nicht z. B. ein alter Senior über Verse Gedanken macht, die er in seiner Jugend gelesen hat? ;)

Also der erste Teil des Prosastückes deutet darauf hin, dass Heine der Meinung war, England verdanke seinen Aufstieg wohl "freien Geistern" verdanke. Wenn man den Teil davor berücksichtigt, in der England dafür gelobt wird, dass es die persönliche Freiheit verteidigt hat, dann bedeutet das wohl, dass Heine damit die moralische Sonderstellung Englands meinte. Noch Voltiere ist nach England gegangen als er aus Frankreich verbannt wurde.
Dann wird Amerika gelobt, das offenbar im Vergleich zu Heines Zeit in Europa größere Meinungsfreiheit gewährte (?).
Doch wenn man die späteren Abschnitte berücksichtigt (also der außerhalb des Zitates), erscheint der Einschub mit Amerika mysteriös, denn danach wird gesagt, das seien alles "lächerliche Grillen" und es wird von der Erstarrung Englands gesprochen gesprochen.
Offenbar geht es darum, England für seine Aristokratie zu geißeln.
