es stammt wohl in erster Linie von Speer (obwohl hiernach auch "andere" dieses berichten, möglw. Guderian?).

In Speers Memoiren müßte sich daher entsprechendes finden lassen.
Untergangsphantasien hat Hitler wohl mehrfach für den Fall eines verlorenen Krieges geäußert, obwohl im Testament von einer "Auferstehung" die Rede ist.
Unabhängig vom exakten Zitat ist der Nero-Befehl inhaltlich die Umsetzung dieses Zitats.

P.P.S. Ich vermute mal, dass die entsprechende Aussage Speers aus den s.g. Kransberger Protokollen stammt, also aus 1945 nach Ende des Krieges.
